The Foothill SELPA Early Start Program serves
infants and toddlers from birth to age three who have low incidence disabilities
(hearing,
vision
and/or orthopedic impairments). Teams of special educators assess the
children and work with their families to create Individualized Family
Service Plans. The parents and children receive specialized instruction
designed to help remediate the child’s disability. The families
are served in their homes and all services are provided free of charge.

The Foothill SELPA’s Early Start Program is a comprehensive Early
Intervention Program for children ages birth to thirty-six months who
live in Burbank, Glendale, La Canada and La Crescenta. A wide range of
service options are available for children identified as having:
- Blindness or visual impairment
- Deafness or hearing impairment
- Orthopedic impairment
- Or any combination of these disabilities
Your family’s specific concerns, priorities and resources.
Your
child’s specific audiological, visual, and/or orthopedic needs.
Your
child’s development in the areas of:
- Communication: making needs and wants known
- Cognition:
thinking and problem solving
- Motor Skills:
moving about and manipulating toys and objects
- Social/Emotional Development:
relating to others
- Adaptive Behaviors:
adjusting to surroundings and the impact of the disability
An Individualized Family Service Plan that will meet your needs.
- Set goals for you and your child based on your concerns and priorities.
- Obtain appropriate services with the assistance of a service coordinator.
- Designate specific early start services and strategies to meet your
needs.
- Coordinate with other agencies to provide collaborative service.
While developing an Individualized Family Service Plan (IFSP), service
delivery will be discussed. Services may be provided through:
Home Intervention
Families who desire a home visit are seen weekly by
an infant teacher/specialist.
Parent Education
Families may participate in parent education activities
which may include:
- information about your child’s disability
- effective techniques
for encouraging development at home
- sign language instruction
